Bolivia: Municipalities expel USAID from Pando
Ultimatum. Until July 30 US-funded NGOs will have to go.

The Association of Municipalities of Pando, decided through a resolution, to expel all non-governmental organizations that are funded by the Agency for International Cooperation (USAID, for its acronym in English), which was given until July 30 to report their activities in all 15 municipalities in the Amazonian department and close their projects. The U.S. Embassy in La Paz declined to comment on getting an official statement of the Government of Bolivia.
According to the Selectmen, between NGOs affected are Conservation International, Adra, Conservation Strategy Fund, Heritage, Puma, WCS Rainforest Alliance and Harmony, all engaged in biodiversity conservation.
In the statement, signed by the representatives of the Association of Municipalities of Pando, Amdepando, these organizations "are responsible for creating internal conflicts within the country, interfering in our historical process of national liberation to undermine the democratic legitimacy of our government." They Accuse USAID to promote actions against the policies of Evo Morales and promoting a march of indenous people that tries to get to La Paz and is now in Ascension, Guarayos.
The executive director of the Association of Municipalities of Pando (Amdepando), Mario Menacho, told EFE that the entity approved on Wednesday a ruling that declares that department "territory free of USAID."
"Any international cooperation can support the public management of municipal governments, but cannot, by way of training of authorities and social organizations, interfere in purely political issues that have impact on the art of governance," said Menacho.
However, NGOs must obtain permits in the municipalities. Any non-governmental organization, national or foreign company that does not have the endorsement of the municipalities may not work in that region. If however you enter their territory, are likely to face trial.
In detail:
The government has accused USAID of funding, through environmental programs, indigenous leaders which now have decided to depart from the government and defend their demands.
Follow suit. In October 2008, Chapare decided to plead 'USAID-free zone and was supported by Evo Morales.
Requirement. Foundations and NGOs, before leaving Pando, are requested to submit their projects, including programs, avancée, sources of funding and money received in the last 10 years.
Reversal. Although 10 of the 15 municipalities of Pando were won by the opposition, according to AFP, the Amdepando is controlled by the ruling party. Some opponents, like the mayor of Porvenir, were imprisoned.
